Healthcare Revolution in Pakistan

Instead of being considered a service, healthcare in Pakistan is a flourishing sector in its own right. Until 2010, the government had not implemented any policy even somewhat similar to this for a very long time. The Punjab Healthcare Commission (PHC) was established as a result of an initiative taken by Mr. Shahbaz Shareef, who served as Chief Minister of Punjab at the time.

This agency is known as the Punjab Healthcare Commission (PHC)

PHC is a self-governing health regulatory agency that was set up in accordance with the PHC Act of 2010. The objective of the Punjab Health Care (PHC) is to enhance the level of quality, safety, and productivity of healthcare service delivery throughout the whole Punjab province, encompassing all public and private healthcare establishments (HCEs), as well as allopaths, homoeopaths, and tibbs.

The Primary Healthcare Committee is in charge of formulating and implementing Minimum Service Delivery Standards (MSDS) at all levels of healthcare. This is done with the goal of enhancing the overall quality of healthcare services and cultivating a culture of Clinical Governance. In order to operate legally as a provider of medical services in the state of Punjab, medical service providers must demonstrate that they have Procedures in place.

Minimum Requirements for the Provision of Services (MSDS)

The Minimum Standards for Documentation and Reporting in Healthcare (MSDS) specify a set of benchmarks for the minimum level of required services that a Healthcare Establishment (HCE) is responsible for providing and that patients have the right to expect. It includes a comprehensive set of benchmarks that are necessary for all kinds and categories of healthcare establishments, it covers all aspects of healthcare, and its primary objective is to guarantee high-quality medical treatment.

The following functional domains are included by the standards that are defined in the MSDS in order to guarantee the delivery of excellent healthcare services:

Access, Evaluation, and Maintenance of Care Continuity (AAC)
Patient Attendance and Care (COP)
Medication Administration and Supervision (MOM)
Patient Protection and Instructional Resources (PRE)
Control of Infections in Hospitals (HIC)
Improvement of the Quality on an Ongoing Basis (CQI)
A Manager’s Duties and Obligations (ROM)
Management of the Premises and Occupational Safety (FMS)
Management of the Human Resources (HRM)
Healthcare Information Management System, often known as an Information Management System (IMS) (HIMS)

An information management system known as HIMs is used to automate hospitals and other healthcare facilities (HCE). Acquiring, evaluating, and safeguarding digital and conventional medical information is the activity of health information management (HIM). HIM is essential to the delivery of high-quality patient care. Electronic health records are gradually replacing conventional health records that were kept on paper as a result of the growing use of computerization of medical information (EHRs). The tools that are used for health informatics and health information technology are continuously being developed to bring about higher efficacy in the management of information within the health care industry.

Project HIMS Being Conducted in Pakistan

The Government of Punjab (GoP) has given Softech Systems Private Limited, a well-known and leading software solutions developing company in Pakistan, the mandate to automate healthcare establishments in Punjab in response to the growing pressure from international organisations, such as USAID and WHO, about the accuracy of healthcare data in Pakistan. These international organisations include the World Health Organization (WHO).

Softech Systems’ HIMS

HealthConnect is a Healthcare Information Management System and hospital management solution that has become widely accepted throughout the country due to its flexibility, scalability, and quality user experience. It was developed through the years of collaboration between top healthcare professionals and experts in software development at Softech Systems.

HealthConnect is designed to support the entirety of the workflows that take place in a contemporary healthcare facility. This includes the management of patient registration, queues, outpatient and inpatient departments, medical record management, pharmacies, blood banks, waste management, radiology, pathology, and any other relevant hospital departments.

HIMS Deployment in Punjab

The Government of Punjab made the decision in 2016 to deploy HIMS across all of the public sector healthcare facilities located within the state of Punjab with a solution that is completely integrated end-to-end. In this sense, Softech Systems was awarded the contract after the open bidding process, and they immediately began implementing their HIMS, which they had created in-house and given the name HealthConnect. Softech System is tasked with implementing the Health Information Management System (HIMS) in all 35 public healthcare facilities in the province, which includes 15 THQs and 20 DHQs. Now, in the year 2018, this HIMS has been effectively implemented at a total of 25 hospitals, eight of which are THQs and seventeen of which are DHQs.

But, Softech has not just deployed HIMS for the GOP project. They have also done other deployments. The Kulsoom International Hospital (KIH) in Islamabad served as the prototype project, and it was an enormously successful endeavour. The first ever Hepatitis Prevention and Treatment Clinic (HPTC) of Pakistan Kidney & Liver Institute and Research Center in Lahore is also using Softech’s HIMS solution, which is now live there ( PKLI ).

The Healthcare Information and Management System (HIMS) offered by Softech Systems is an extensive collection of application modules designed for the healthcare sector. These modules are bundled to cater to the requirements of various industry subsets. There is a selection of standard product offers available for use in medical labs, clinics of small to medium size, and hospitals.
